Research Security training is a critical element of UMB's Research Security Program and is required by many federal agencies, including the National Institutes of Health, National Science Foundation, Department of War (Defense), and Department of Energy.

Covered Institutions must certify annually that Covered Individuals have completed compliant research security training. In addition, Covered Individuals and Senior/Key Persons must certify that they have completed research security training within twelve (12) months of the date of application submission. Consistent with NSPM-33, this means principal investigators (PI's) and other senior/key personnel seeking or receiving federal research and development funding.

Per the National Science Foundation’s , “NSF, NIH, DOE, DOD, and USDA all recognize completion of the condensed module as compliant with their respective RST requirements.” UMB PI's and Senior/Key Persons will now complete the National Science Foundation’s Research Security Training Condensed Training Module. This training provides information on risks and threats to the global research ecosystem and the knowledge and tools necessary to protect against these risks. The one (1) hour training has been added to Percipio.

The National Science Foundation’s Research Security Training Condensed Training Module provides:

  • Key concepts of research security and how to recognize situations that may indicate undue foreign influence;
  • Federal funding agency disclosure requirements, including types of information that must be disclosed, how that information is used, and why such disclosures are fundamental to safeguarding the U.S. research enterprise from foreign government interference and exploitation;
  • Types of international collaborative research and professional activities, associated potential risks, and strategies and best practices for managing and mitigating such risk; and
  • How to balance principled international collaboriaton with research security concerns.

What PI's Can Do Now:

  • Complete Research Security training in advance of working on a proposal.
  • Ensure all senior/key personnel listed on your proposal complete training before submission.
  • Retain documentation of training completion.

Research Security Training FAQs

Federal grant recipients must complete research security training as required by National Security Presidential Memorandum 33 and the CHIPS and Science Act of 2022. UMB has responded to this mandate by requiring RST to be completed by Principal Investigators (PIs) and Senior/Key Persons for all sponsored funding. Please refer to the campus notification.

NIH, USDA, NSF, Department of Energy, and NASA have announced the research security training requirement. Expect that other federal agencies will follow suit, including the Department of Defense. Carefully read through proposal guidelines to identify agency training requirements.

An individual who

  1. contributes in a substantive, meaningful way to the scientific development or execution of a research and development project proposed to be carried out with a research and development award from a Federal research agency; and
  2. is designated as a covered individual by the Federal research agency concerned.

Effective May 25, 2026, all Principal Investigators (PIs) and Senior/Key Persons listed on any proposal submission for sponsored funding through SPA must have completed the required annual research security training prior to proposal submission.

Yes, if they meet the agency’s definition of a Covered Individual or are listed as a Principal Investigator (PI) and Senior/Key Person on any proposal submission for sponsored funding through SPA, they must have completed the required annual research security training.

The training is good for twelve (12) months after the completion date.

No. Effective May 25, 2026, all Principal Investigators (PIs) and Senior/Key Persons listed on a proposal MUST have completed their annual research security training at the time of proposal submission.

Federal agencies require certification that all Principal Investigators (PIs) and Senior/Key Persons have completed the research security training. For UMB to appropriately certify, the training is a requirement prior to proposal submission.

If you are unable to download your certificate, it’s typically because Percipio has not recognized your course as fully completed. This can happen due to a minor technical course issue where progress isn’t properly recorded.

How to fix this:

  1. Try a different web browser. Open the course in another browser such as Microsoft Edge, Google Chrome, or Mozilla Firefox and revisit the content to ensure it shows as complete.
  2. Clear your browser cache. Cached data can sometimes interfere with course tracking. Clearing your cache and reloading the course often resolves the issue.
  3. After completing these steps, return to the course and confirm that all modules are marked as complete. Your certificate should then become available for download.
  4. If the issue persists, please contact SPA-Research_Security@umaryland.edu for further assistance.

Yes. It is critical that documentation of training completion is retained for your records.

Yes. There are two ways to find this information.

From the Person Training Lookup:

  1. Navigate to Common Tasks
  2. Under ‘Quick Links,' select ‘Person Training’
  3. Select the UMB Research Security option for ‘Training’
  4. For ‘KC Person’, click the search feature to enter the name or Person ID in the lookup fields and click ‘Search’.
  5. Locate the person and select ‘Return Value’ then ‘Search’
  6. Refer to the Date Submitted (provides the date the RST was completed)

From within a proposal, departmental administrators can check the Person Training records specific to Research Security Training:

  1. Open the proposal and go to the Key Personnel section.
  2. Find the individual and click the arrow icon next to their name to expand their personnel panel.
  3. Click on the ‘Person Training Details’ tab to view the Date Submitted for their UMB Research Security.
