Our Story

In the wake of the September 11, 2001 terrorist attacks, the Íøºì±¬ÁÏ, Baltimore recognized an urgent need for legal and policy expertise in homeland security. In response, CHHS was established on May 15, 2002, under the leadership of Founding Director Michael Greenberger.

What began as a center focused on terrorism response quickly expanded its mission. As catastrophic weather events and public health crises highlighted the growing complexity of emergency management, CHHS evolved to meet these broader challenges. Today, CHHS provides comprehensive support in planning, response, and recovery across a wide range of threats.
