Here is the most recent FAQ on COVID (as published September 10). https://phpa.health.maryland.gov/Documents/coronavirus_FAQ.pdf

At this time, the Travel Advisory from July 29, 2020 is still in effect. Here is the travel advisory. https://phpa.health.maryland.gov/Documents/07.29.2020%20-%20MDH%20Notice%20-%20Out%20of%20State%20Travel%20Advisory.pdf

The Travel Advisory states “Any Marylander who travels to a state with a COVID-19 test positivity rate above 10% should get tested and self-quarantine at home until the test result is received.” North Carolina is listed as having a 6-10% positivity rate.  So, if you maintain masking and physical distancing, then you will not need to self-quarantine nor perform mandatory testing, unless you have a known contact or symptoms.
