I am not certain of what is your understanding of a “lockdown”. Even during the early phases of the pandemic when many businesses and other sectors of society closed, people were able to exercise outdoors—e.g., people with dogs were able to walk their pets without restrictions.
It is less likely for there to be “lockdowns”, as we are in a very different place than >2.5 years ago when we had no vaccines, no therapies, and few diagnostics for Covid. Nonetheless, if there were to be a general quarantine for a localized outbreak, then I would anticipate that there would be some instructions on what actions could be allowable. For example, it would probably be okay for you to exercise outdoors or to exercise indoors with a well-fitting mask while in a well-ventilated indoor space.
