The only way to know there is a “second wave” is by continuously monitoring the entire population for a variety of indicators—examples of indicators are numbers of lab-confirmed cases of infection, numbers of medical calls to 911, doctor’s office illness visits, urgent care and emergency department visits, hospitalizations, and deaths. We actually never finished the first wave--we won’t see a second wave until we’ve seen an end to the first wave. Some people describe what we are experiencing now as a continuous forest fire; it may not be as bad as at the peak of the fire but it has not been completely put out and there continue to be small fires everywhere which continue to burn and do not appear to be burning out on their own; each small fire continues to grow if not addressed.
