Instead of making DC a state or giving it back to Maryland, would semi-retrogression be constitutional and how would it work in terms of congressional representation?
Semi-retrogression actually occurred in the past, with respect to parts of what is now Alexandria. Congress passes a bill and the population in that part which is given to Maryland or Virginia counts toward retrogression in the next census.
