The President said today that the (duly elected) mayor of Boston is 'no good' and he can label the city as 'not safe' therefor allowing him retribution by pulling World Cup games from Boston (https://www.espn.com/espn/story/_/id/46596799/trump-threatens-pull-world-cup-games-boston-unrest) Does this fit with official duties as loosely described by the Supreme Court in 2024 in Trump vs the United States? If not which court will decide?
Whether Trump has any authority in this matter is questionable.  The World Cup is run by FIFA which is private.  Unless there is relevant legislation by Congress that empowers Trump to determine where the World Cup is played, he has no power to do this.  My guess is nevertheless that the Court would say this action, while illegal, is being done by the president acting as president.

Of course, FIFA only wants to play in safe venues and FIFA has issued a public statement indicating that the host government is responsible for safety.  Still the decision is FIFA's.  Trump may recommend removal, but unless there is some legislation permitting him to determine World Cup sites, he can only issue strong recommendations.
