Does the court decision that allows law enforcement to lie when investigating a crime allow the LEO to lie in order to generate a crime to be investigated? I see examples of cops declaring a false violation (such as claiming a tag light is out when it is not)

Police may not create crimes.  If a police officer induces a crime, that is a constitutional violation.  And police perjury is a crime, if rarely identified and sanctioned.
