Let's assume that in January 2029, the 22nd Amendment is still in force. Suppose Donald Trump refuses to step aside as president when his term is legally finished at noon on 20 January 2029? Since he's been elected twice, my understanding is that he is ineligible to run again and that in any case he is legally obliged to vacate the office. Who could legally enforce those provisions of the Constitution, remove Trump, and on what authority?

A federal court could implement the 22nd amendment or Congress could.  This would be uncharted territory.
