How are the Presidential Delegates in each State selected that go from every state to the national political conventions and vote for a presidential nominee? Does the public get to vote on who these people are - or are they appointed by the political parties?

The rules for state delegates are made by the political parties.  There are some federal restrictions.  For example, parties may not discriminate by race, but with those exceptions, the parties make the rules.
