The Supreme Court has not explicitly considered whether noncitizens have the right to bear arms. One might note, however, that noncitizens served in state militias in 1789 and that most of the provisions of the Bill of Rights apply to both citizens and non-citizens. Given the emphasis on Supreme Court opinions on self-defense, I suspect the answer is that non-citizens have the right to bear arms.
