What would it entail to amend the constitution to eliminate the electoral college and add an amendment entitling all United States citizens to cast a vote for president in general elections?

The standard Article V amendment.  A vote of 2/3 of both Houses of Congress and 3/4s of the states (Congress may specify whether the states vote in the state legislature or in special conventions).  Alexander Keyssar has a good book on the history of efforts to get rid of the electoral college.
