What does / is the resulting consequence of 'breaching' the sovereignty of the United States, how does it's Constitution *protect' the nation internationally? What's meant : 'have constitutional protection' Thank you
 I am not quite sure what breaching the sovereignty of the United States means.

On the one hand, the phrase might refer to a hostile attempt by a foreign nation to exercise sovereignty over a matter within the jurisdiction of the United States.  This could be as simple as a French Court claiming to determine the legal consequences of a car accident that took place in Wyoming or a full scale invasion by the United Kingdom determined to reverse the result of the American Revolution.  In the force case, I would presume that courts in the United States would not recognize or enforce the foreign court decision and the United States would use all diplomatic means to seek a reversal.

The phrase might also refer to the decision of the United States to sign a treaty that gave an international organization some power to exercise jurisdiction over events in the United States.  The majority view is that the United States is free to sign such treaties, for example, a treaty that commits us to extradite war criminals who are in the United States.  But the United States retains the power to interpret and maintain such treaties.
