Can the Surgeon General have warning labels placed on Social Media websites?

This is unclear, but probably unconstitutional  Obviously, you can put warning signs on products, although some libertarians claim this violates free speech.  The problem is a warning label on a website is more to the effect that this speech is harmful.  That government ordinarily cannot do.
