The Supreme Court and lower courts have generally ruled that the father does not even warrant notice in this situation if the mother does not wnat to notify. It is important to note that Justice Alito issued a minority opinion earlier in his career that notice for the father could be acceptable.
Regarding the broader question of personhood, the Supreme Court declined to address this question in Roe v Wade, so from a jurisprudence perspective it was set aside.
